Payroll
Guides for “Payroll” in : step by step, with the place in the menu, the steps and the limits.
Payroll
Terms: UVG, KTG, BVG, QST and Swissdec in plain language
HR | base › Payroll › Payroll › Settings
The payroll settings use abbreviations from payroll. The steps explain each in one sentence and say what it means for you.
Step by step
- Compulsory accident insurance (UVG) pays for occupational and non-occupational accidents; the premium rates on your policy determine what you deduct from employees and what you bear yourself.
- Supplementary accident insurance (UVGZ) covers what the UVG does not, for example salary above the UVG maximum insured earnings; the rates on your policy determine the contributions.
- Daily sickness allowance insurance (KTG) continues to pay salary during illness; the rates on your policy determine the deduction from employees and your share.
- Occupational pension (BVG, pension fund) insures old age, death and disability; the plan and rates of your pension fund determine the deduction and the employer contribution.
- Withholding tax (QST) is deducted from the salary of employees taxed at source (for example without a C permit) and paid to the canton; here you record your collection commission and debtor number per canton.
- This identifier of your insurer in the Swiss payroll standard (Swissdec) is used to address the reporting package; you find it on the policy or ask the insurer.

Payroll settings
HR | base › Payroll › Payroll › Settings
Sets up the company: leading system, AHV and family compensation funds with cantonal defaults, payment account, withholding tax per canton (commission, debtor number), accounts, insurance policies (UVG, UVGZ, KTG, BVG) and the wage type catalogue. Saved form values remain visible after saving. Empty or missing entries for the leading system, canton, start period and partial-month calculation do not erase existing values. Switching away from HR | base requires explicit confirmation because open payroll runs can no longer be processed.
Step by step
- Select the company and set HR | base as “Leading system” with the start period.
- Record the funds; “Apply cantonal defaults” pre-fills allowances and rates.
- Confirm with “Save company”.
- Record policies per insurance with codes and rates.
- Create your own wage types with descriptions in four languages.
Declarations to funds and insurers
Payroll › Declaration packages
Shows all declarations of a year with due date and status: AHV salary declaration, family allowance fund, accident insurance, supplementary accident insurance, sickness benefit, pension fund, salary certificates per canton of residence and withholding tax per month and canton. Each declaration has a ready package with a PDF and, where the portal accepts files, the file in the portal’s format. Calculated according to the ELM 6.0 guidelines; as Swissdec certification has not yet taken place, you submit yourself via the portals.
Step by step
- Choose the year and click “Declare” for a declaration.
- Check the figures in the preview and click “Download package”.
- Use “Open portal” to go to the recipient and upload the file or enter the values from the PDF.
- Back in HR | base, enter the submission date (and the receipt number if available) and “Mark as submitted”.
Exclude people and discard a payroll run
HR | base › Exclude people and discard a payroll run
All people includes active people without payroll records; these produce blocking findings. In draft or calculated runs, exclude a person at their finding; the run switches to selected people and requires recalculation.
Step by step
- Discard an unreleased run after confirmation to create a new run for the same period. Released and closed runs remain protected; the four-eyes rule remains unchanged.
Fixed contributions according to pension certificate/policy
HR | base › Payroll › Settings or People › Payroll master data
BVG, daily sickness and supplementary accident insurance support percentage or fixed monthly contributions per person for employee and employer, by plan/code.
Step by step
- Choose the fixed amount per person in the policy plan/code.
- Enter both monthly contributions in CHF according to the certificate/policy, including 0.00, and the effective date.
- Recalculate payroll. Missing amounts block the run.
Formats and policy codes
HR | base › Formats and policy codes
UID: CHE-123.456.789; BUR: one letter and eight digits, such as A12345678; fund: 999.999. Membership and policy numbers follow fund or insurer instructions. Pension lists show total savings and risk rates beside the code.
Step by step
- Copy the group code (A1, Z1, K1, P1) from your policy. Help and error messages explain the expected formats.
Guide: Family allowance fund per work location
HR | base › Payroll › Payroll › Settings
Family allowances and FAK contributions depend on the canton in which the person works. You record rates, allowances and cantonal tiers per canton under “Parameters”. Every change applies from a date: earlier periods and correction runs calculate with the values valid at the time.
Step by step
- Under “Payroll › Settings › Parameters” set the date “Valid from” (usually 1 January).
- Fill in one row for the canton of the main fund and for every other canton in which people work: canton of the work location, fund number, employer and employee contribution, child, education and birth allowance.
- “Load suggestion” fills the row from the FSIO table of the year of “Valid from”. “Apply cantonal tiers” takes higher rates by age into account (Zurich and Lucerne over 12 years, Zug education allowance over 18 years), from the third child (Fribourg, Vaud, Valais, Neuchâtel, Geneva) and for multiple births (Vaud, Valais, Geneva).
- Check the basis and rate of the AHV administration costs and “Save parameters”.
- In the person’s payroll master data choose the canton under “Work location (canton)”; if empty, the canton of the main fund applies.
- Enter children under “Add child”. For a multiple birth tick “Multiple birth”; if the fund has issued a decision on an amount, record “Allowance per decision” (the amount takes precedence over the table).
- If the fund is missing for a work location, the payroll run blocks this person with the finding “no family allowance fund is set up”. Add the canton under “Parameters” and recalculate.
Guide: FSO wage structure survey
HR | base › Payroll › Payroll › Declaration packages
The Federal Statistical Office surveys selected companies every two years (reference month October). HR | base records the characteristics of the people in the payroll master data, takes the wages from the payslips and provides a package with a check PDF and an Excel file for LohnWebPlus.
Step by step
- If your company has received a letter from the FSO, click “Record participation” under “Payroll › Declaration packages” at the FSO wage structure survey.
- In each person’s payroll master data, under “Statistics (FSO wage structure survey)”, record education, university degree (only for education 1–3), position, type of contract, basis of wage calculation, occupation, holiday days, residence category and, for several establishments, the BUR number. For the occupation, state the exact title without numbers.
- After the October payroll run, open the declaration and resolve the findings (missing details are listed with the person’s name); then download the package.
- The package contains two PDFs (part 1 person and position, part 2 wages), the Excel file with columns A–U and instructions. Values with * are derived; set them in the payroll master data if needed.
- Sign in with the FSO access (the access data is in the FSO letter): in e-Survey, enter the values A–U from the PDFs for each person; in LohnWebPlus, upload the Excel file.
- Have the details confirmed by the HR department or management, send them off and mark the declaration as submitted in HR | base.
Guide: Minor wages (AHV limit)
HR | base › Payroll › Payroll › People › Person
For casual wages up to CHF 2,500 per year and employer, AHV contributions are only levied at the person’s request (Art. 34d AHVO). HR | base applies the rule with the expected annual wage and recalculates if the limit is exceeded after all.
Step by step
- Open the person and, for a new validity period, choose “Only from the limit” under “AHV on minor wages” (default).
- HR | base calculates the expected annual wage from monthly wage times number of wage payments, or hourly wage times weekly hours times employment level times 52, pro rata for the months of employment.
- If it is below the limit, AHV/IV/EO and ALV contributions do not apply up to the limit; the notice “AHV minor wage” appears in the run. If it is above, contributions are settled from the first franc.
- If the limit is exceeded later after all, the run recalculates AHV and ALV on the whole wage paid so far (notice “Limit exceeded”).
- Choose “Always” if the person requests the settlement or Art. 34d para. 2 AHVO applies.
Guide: Payment routes, wage garnishment and payments in euros
HR | base › Payroll › Payroll › People › Person
By default the whole payout goes to the account in the personal data. Under “Add a payment route” you set further accounts, payment orders to third parties, an assignment for maintenance or a wage garnishment. The payment file then splits the payout accordingly. Payments can be transferred in euros.
Step by step
- Open the person and choose “Add a payment route”. Choose the type: further own account, payment order to a third party, assignment for maintenance (Art. 325 CO) or wage garnishment (Art. 93 DEBA).
- Choose the amount type (fixed amount, percentage of the payout, everything above the subsistence minimum or the remainder) and enter IBAN, recipient and order.
- Wage garnishment: enter the file reference and the garnishment execution date as well as the subsistence minimum set by the debt enforcement office (it remains with the person). “Valid until” is suggested as one year after execution. Record the current health insurance premiums (Art. 93 para. 4 DEBA) as a second payment route to the office.
- Assignment for maintenance: state the subsistence minimum and the file reference (agreement or decision). Without a set subsistence minimum nothing is assigned.
- Further accounts and orders of the person: choose the transfer currency. For EUR the amounts remain in francs; the transfer is made in euros at the rate of the payday.
- In the payroll run, enter the rate (francs per 1 euro) and the date on which it applies under “EUR exchange rate”. Without a rate the run cannot be closed.
- After closing, “Create payment file”: garnishment, assignment and orders appear as separate payments, the garnishment with file reference and name in the message. Let payment routes that are no longer needed expire with “End”.
Guide: Settling short-time work and bad weather
HR | base › Payroll › Payroll › Short-time work
You record the approval of the cantonal authority and the hours lost. The payroll run calculates the pay reduction, the 80 % compensation and the waiting period. After closing, the statement for the unemployment fund is available as a declaration package.
Step by step
- You obtain the advance notice and the approval from the cantonal authority; this procedure takes place outside HR | base.
- Under “Payroll › Short-time work › Record approval” enter the type (short-time work or bad weather), period, unemployment fund, company department (empty = whole company) and the decision. Leaving waiting days empty applies the default.
- Choose the period and enter the person, type and hours under “Record hours lost” (with decimals, for example 12.5).
- Create and calculate the payroll run of the period. The pay reduction and the compensation appear on the payslip; social insurance contributions are calculated on the full salary.
- After closing, choose “Go to declaration packages” and open the statement “Short-time work compensation” or “Bad-weather compensation”.
- Transfer the values to the form of the unemployment fund or to the ALV eServices and attach the report of hours lost per person and day (confirmed by the employees).
- Mark the statement as submitted.
Guide: Submitting declarations to authorities and insurers
HR | base › Payroll › Payroll › Declaration packages
A ready package is available for every declaration (AHV, family allowance fund, UVG, supplementary accident insurance, sickness benefit, BVG, salary certificates, withholding tax, FSO wage structure survey, short-time work). You check the figures, download the package, submit in the recipient’s portal and mark the declaration as submitted. Swissdec certification has not yet taken place: you submit yourself via the portals.
Step by step
- Open “Payroll › Declaration packages”, choose the company and the year: the calendar shows every declaration with due date and status (Open, Downloaded, Submitted, Overdue). The basis is closed payroll runs.
- Click “Declare” for the declaration and check the figures in the preview.
- Choose “Download package”: depending on the recipient, the ZIP contains a PDF for checking, the file for the portal and instructions.
- Open the recipient’s portal (“Open …”). If the address is missing, choose the portal under “Recipient’s portal” or enter your own address.
- Level “File to upload”: upload the file from the package in the portal, for example the wage report file at connect.eak (check the settlement number in cell B3), the withholding tax file for Zurich in eQuest or the annual list for Geneva in ISeL.
- Level “Values to enter”: the PDF shows all values in the order in which the portal asks for them. You enter them by hand (other AHV funds, family allowance fund, UVG, supplementary accident insurance and sickness benefit insurers, BVG funds, salary certificates and the other cantons for withholding tax).
- Only upload the ELM 6.0 file in the package (AKB ePortal, connect.eak) if the recipient accepts it without Swissdec certification; you clarify this with the recipient beforehand.
- After the confirmation in the portal, enter “Submitted on” (and the receipt number as a note) in HR | base and click “Mark as submitted”. With “Reopen” you correct a wrong marking.
Guide: Withholding tax and cross-border commuters
HR | base › Payroll › Payroll › People › Person
You record persons subject to withholding tax in the payroll master data. The payroll run calculates with the canton’s approved tariff and deducts the tax. Separate rules apply to cross-border commuters (certificate of residence). The statement to the tax administration is available as a declaration package. Working days abroad and the annual returns for cross-border commuters (France, Italy) are covered.
Step by step
- Open the person under “Payroll › People” and, for a new validity period, tick “Subject to withholding tax”.
- Enter the withholding tax canton, the tax code (for example A0N or B2Y) and the municipality (FSO number).
- If the person has other gainful employment, enter under “Other gainful employment” the total workload or the other income per month. Without monthly payment, tick “No monthly payment (extrapolation)”.
- Changes to the rate, canton or liability to withholding tax (marriage, birth, move) apply from the following month: enter the date of the event as “Valid from”.
- Cross-border commuters: tick “Cross-border commuter”, choose the state of residence and enter “Certificate of residence valid until” (Germany: form Gre-1, France: form 2041-AS).
- If a person resident abroad (for example an international weekly commuter) works partly abroad: tick “Resident abroad” on the person and enter wage type 1320 “Working days abroad (withholding tax)” each month (quantity in days, for example 4 or 2.5).
- Cross-border commuters from France who telework in their state of residence: enter the teleworking days of the month with wage type 1321 “Teleworking days in the state of residence (cross-border commuters)”.
- After the year-end close, open the annual returns for cross-border commuters under “Payroll › Declaration packages”: “Cross-border commuters France (1983 agreement)”, “Telework cross-border commuters France” and “Cross-border commuters Italy”, per canton with instructions.
- Under “Payroll › Settings › Withholding tax per canton” enter the collection commission and the canton’s debtor number; “Withholding-tax commission from cantonal defaults” fills in the suggestion.
- Calculate the payroll run and resolve the findings, for example a missing tariff or another employment at a different company.
- Declare the statement under “Payroll › Declaration packages” at “Withholding tax · canton” (see “Submitting declarations to authorities and insurers”).
Import payroll records from personnel files
HR | base › Import payroll records from personnel files
New payroll records use available contract and personnel values only. Validity starts at the later of entry and the first open period. The bulk preview shows active people without records and missing required values.
Step by step
- Select complete records, confirm gender and payment schedule and create the records. Complete missing contract values in the individual form, then review insurance and tax details.
Pay salaries when some bank details are missing
HR | base › Lohn
The run and salary master data link to AHV and bank details in the personnel file. Explicit confirmation allows people with incomplete bank details to be excluded from a payment file.
Step by step
- Create the file; correct the listed people through their links or confirm their exclusion.
- Choose “Create file without these people”. Excluded people remain outstanding and can be included in a separate file once corrected.
Payslip by email
HR | base › Payroll › Settings; People › Payroll data; Run › Delivery log
Emails payslips from this payroll run after completion. The default is a link to My documents requiring sign-in.
Step by step
- Enable email for the company and choose a delivery method in settings.
- For a person, choose On, Off or Use company setting as needed.
- Complete the payroll run: documents are archived and shared before emails are sent.
- Check the method, time and result for each payslip. Retrying unsent payslips requires lohn.verwalten and sensibel.lohn.lesen.
Post payroll directly in Finance
HR | base › Lohn
On a closed payroll run, the payment and posting section lets you post the ready package directly in Finance. Errors identify the package and cause.
Step by step
- Choose “Post in Finance”.
- Follow the link to cost centres, chart of accounts or closing, correct the issue and retry.
Reconcile expenses paid through payroll
HR | base › Lohn
Finance posts expenses and input VAT against 2210. The next payroll includes outstanding claims approved by period end, including earlier approvals. Payroll debits 2210 and credits 2273; manual expenses and HR expenses without a Finance entry remain expenses on 5820.
Step by step
- Approve and post expenses in Finance.
- Calculate the next payroll, check expenses, then approve and close it.
Resolve salary certificate findings
HR | base › Lohn
The result explains missing AHV numbers, missing employee or employer addresses and negative net salary in plain language.
Step by step
- Create certificates and review the grouped findings.
- Open the linked personnel files, correct missing details and repeat.

Step by step
- Follow the links to settings or the people list and complete missing details.
Short-time work and bad weather
HR | base › Payroll › Payroll accounting › Short-time work
Records the approvals of the cantonal authority and the hours lost per person and month for short-time work (KAE) and bad weather (SWE). The payroll run calculates the pay reduction, the 80 % compensation, the waiting period borne by the company and social insurance on the full salary; the statement for the unemployment fund is then available as a declaration package.
Step by step
- Choose the company and enter under “Record approval” the type, period, unemployment fund and the authority’s decision (waiting days empty = default: short-time work 1 day, bad weather 3 days).
- Choose the period and enter under “Record hours lost” the person, type and hours.
- Create and calculate the payroll run of the period; the pay reduction and the compensation appear on the payslip.
- After the run is closed, open the statement “Short-time work compensation” or “Bad-weather compensation” under Payroll accounting › Declaration packages and submit it to the unemployment fund.
The next step starts with a conversation.
